Purpose

The Program Manager - Regulation and Markets is a key bi-directional role, responsible for external advocacy on a broad range of policy, regulatory, and market issues before state and regional decision-making bodies in the western US, including the California Independent System Operator, the Bonneville Power Administration, and state regulatory commissions while working internally to ensure compliance with key rules and tariffs.  The position communicates regularly with Avangrid Renewables business groups including Asset Management, Trading, Transmission, Origination, and Development to ensure awareness of new and emerging policy, regulatory and market issues, gather input, and shape advocacy positions.  The individual in this role is responsible for protecting the economics of existing generation and development assets and identifying and influencing policy and market design to expand market opportunities for Avangrid Renewables.

Responsibilities

  • Advocates for changes to legislation, regulations, tariffs, and policies that impact the company business in the clean energy sector in a manner that results in positive outcomes for Avangrid Renewables.
  • Manages relationships and advocates company positions before state utility regulators and other agencies, and CAISO and BPA senior staff and stakeholders.
  • Represents and negotiates on behalf of the company in key regulatory proceedings and other public forums that affect transmission rates and terms, interconnection requirements, wholesale market design, and clean energy policies.
  • Manages regulatory/legislative issues with key industry groups and their regional partners (e.g., Western Power Trading Forum, Renewable Northwest) and represents the Company in processes associated with those partners.
  • Analyzes proposals in relevant areas (e.g., BPA proposed tariffs, CAISO straw proposals, state regulators’ draft rules) that impact transmission, interconnection, operations, and market participation and solicits information on company impacts from affected company commercial and operational personnel and management.
  • Conducts proactive communication with key commercial and operational company personnel and management on legislative and regulatory issues that affect the business and articulates strategies to mitigate or influence those issues.
  • Manages the submission of Company filings and coordinates company input for trade-group filings with regulatory agencies.
  • Works on specific internal tasks and reporting to ensure Avangrid Renewables remains in compliance with all regulatory and market requirements. .
  • Acts as main contact for assigned power market(s) and resident expert on market and operational tariff provisions.
  • Provides input to management and internal teams on regulatory risks and regulatory strategic plans at the regional, state, and/or local level relying on a strong understanding of drivers that impact Avangrid Renewables business and the relevant legislative/regulatory climate.

Skills and Requirements

  • Bachelor's degree required. MBA or advanced degree strongly preferred.
  • 5-10 years of energy industry experience with a minimum 5-years of experience in policy, regulation, or market structure
  • Superior written and oral communication skills as well as strong aptitude for building and maintaining positive relationships.

 

Skills/Abilities: 

 

  • Ability to analyze existing or proposed tariffs, regulations, and market structures and determine both economic and operations impacts on current practices then propose / implement alternative solutions to position company assets and developments favorably.
  • Must be able to function independently and exhibit sound decision-making skills.
  • Must possess a strong understanding of the energy business and market structures both organized and bilateral in the U.S.
  • Must be a self-starting and motivated individual who is able to effectively manage priorities while meeting deadlines for deliverables.
